Hmm... a bit surprised by that at first but then I remembered that when a pitcher goes into a game the scale is full right. That implies they go in at full effectiveness.

Suggest you double check the GM preferences pages to verify all the relevant responsibilities are assigned to you and that you aren't on vacation. If everything discussed is right then there's a bug.
