How do I withdraw and offer to a draftee?

I accidentally offered him $40,000,000 instead of $4,000,000, obviously this was a mistake and I need to withdraw the offer and have this not kill my team's future.

I hear that the PC version is better then mobile which is fine, but when you pay for PC version is the mobile version included? How do you get both and does it make a difference to pay on this site,...
