How to make CPU fill rosters for Expansion team?

I just started a save with an expansion team, is there any way that I can make the CPU fill my minors with fake players or really just anyone?

Standard Game Challenges?

My save file was deleted somehow and now I am out of ideas on what to do. I've pretty much played with every low team and I don't find it fun playing with the big teams.

Pitches you throw to the stamina rating?

Like, what rating 1-20 is the cutoff line for the stamina rating. I want a pitcher that can get atleast 6 innings done if he gave up 1-2 runs.
