Explain Drafting/Development to me

Can someone explain in detail, other than drafting in the top 10, how do you know how and who to draft that may develop into a good player. IE. someone may have potentials of 2-3 on a scale of 10,...

Fictional League Draft Issue

So, every year my amatuer draft is not updating based on where teams placed the year previously.

For instance if I win WS i still pick 4th or if i finish dead last i pick 4th?

How do i fix this?

Slow Sim speed

I am in 2038 and i have the simple dialog enabled and the system was so smooth running very quick! Then 2 seasons ago it runs like a turtle. Any thoughts?

Player Development costs

I know you can place a total amount of 40million

However every time i do that it drops it to 4 million...

Can not figure out why and i just started a new game with the cubs.
