In determining random talent changes, does OOTP take the player's past ratings and/or stats into account?

For example in my game, Corey Seager was a 5 star player who had two very good seasons...

Is there a way to make a league with teams from all over the country (like modern day MLB) but with minor league players that come in from each team's region? No draft - just young players...
