I am with you. I am not sure how the computer handles it, but the human manager can do this and the players will do fine, if they have good defensive skills or high adaptability.

Is the Steam download working?

Trying to download in game and the download flashes. It did download the parks into the model folders, but there are no parks downloaded into the ballpark folder... just a 1901 folder that is empty....
