Cash max independent of year-to-year modifiers

I would like to have the ability to set cash max = $0 and have the setting remain in place while still having 'import adjusted financial settings after each year' on.

I have an existing league from OOTP11 that has been imported to OOTP12. I would like to use the new Gambo/Spritze HS DB.

This is a great league and the commish is top...

This is a great league and the commish is top notch. Sims are always on time; reports always up to date; uses statslab effectively; good group of GMs. I highly recommend this league.
