SE Award Cards Locked

I just noticed that some of my award cards are locked. Not shown is the Al Leiter SE card. I just won the Gomez card tonight. I don't plan on getting rid of them but thought this was strange.

reward cards can be used in missions. so they can be locked just like regular cards if you use them as part of a mission.
