Contract Logic better in OOTP 20?

In my Fictional league using OOTP 19 come March of every season there are lots of 4 and 5 star RP's still in free agency. Which is fine but eventually they all sign but they all sign for 1 season then the same thing happens the next season. Has the AI logic improved to where the AI is more realistic in the way they build teams in OOTP 20?
