When is the PT schedule finalized?

I noticed that the league schedule for I207 changed between the time the league was populated and when play began. I've attached two screen shots, one before league play, and one after it started. Does anyone know what the timing is for when the schedule is finalized?

It always changes after the first (10AM ET) simulation runs. I don't know why.
