what settings would you use to make the draft talent level a little deeper ... been seeing nothing but 1* in the second round (scouting on) ... been a couple of years like that

I've noticed that a lot myself in OOTP 14, and I'm not completely sure why - the most obvious way would be to adjust the player creation modifiers for your league - which would increase "how good" players are, but might upset the league's overall balance if you aren't careful. I'm sure there are some PCM veterans who may have good strategies to do this.

You could also try having the game generate players for more rounds. I think that causes a rise in the number of players of any given quality.

how would you do this for a historic replay, in which 20 rounds are scheduled, but there's only like 7 rounds worth of players?

I can't even find the option to generate more players; furthermore, since I can't even find that feature, I wouldn't know if there's a way to round out a historic draft pool with fictional players.

What's the problem with upsetting the league's overall balance?

How can you have 'too many' free agents?
