Yes, it is.

Roster updates are part of every patch, we expect the first one on Tuesday or Wednesday, and the next about a week later.

Stupid question, but Steam will get the final build straight away? So its on par with the direct purchase version?

I purchased the beta and today I'll be downloading the official release PLUS, to help support the team, I am ALSO buying it on Steam!
