WHL - Trade for OA player

I'm in the WHL offseason, July 10th, and trying to trade for the rights to an OA goalie. Trade looks like this:

I'm offering:
-Draft pick
-Rights to 16 year old goalie

Requesting
-Draft pick
-Rights to OA goalie

When I click offer trade, the trade interface bounces out to the team home screen.

Bug, or user error?

No, it's working fine. You won't usually get immediate replies unless it's at the draft or trade deadline. Advance a few days, you'll get an answer.
