Free agency not working?
 

So I'm very new to the game, and every time I look at free agency there's never been anyone there. I've went through a whole season to see if people would show up then, but still nothing. Am I missing something? Do I need to do some kind of scouting or something to see the free agents? I'm trying to rebuild my team and the lack of free agency is really hurting since I've got a $40,000,000 surplus.
