Text To Speech Speed
 

I recently tried using the built in text to speech. The voice is going too fast. I went into windows settings to slow it down as a default, but in game it is still zipping along too fast. Is there some way to slow the voice down in the game? I tried slowing down the text box character lines and that didn't seem to effect the voice at all. Please advise? Thanks.

Yeah the in-game options don't seem to make much difference to the voice speed, although I've only messed around with them a little.

Start ootp and click settings. On the popup, click troubleshooting and click Open folder containing file :app.cfg and engine.cfg and click ok on popup.
Open the app.cfg file and there's a line that may control the rate. Look for (about 17 settings down).

Try changing the 2 to 1 and see if that works. You'll need to restart ootp if opened when you make that change.
Pretty sure that the reason you've been unsuccessful is that the speed/rate is hard coded and controlled by the above setting in the app.cfg file.

BTW: the option below that controls the volume.
