can i switch to challenge mode??

I'm doing an expansion......is it possible to start the league, do the draft and then switch to challenge mode? I like controlling both teams during the draft, as well as the protection lists

No.
I believe you have to activate Challenge Mode on the initial game setup.

You have to choose Challenge Mode at the time of league creation.
