Player Nationality?
 

Hi,
For example in the English Elite league are players from Wales and Scotland classed as foreign players if you have a foreign player restriction level. It's just in the real hockey world they are all classed as British therefore not foreign. Just curious

Hmm I thought they were treated as non-foreigners in game. I'll check the league's nationality setting in the editor...

I'm confused by your question. Are you just asking or is this a bug report?

I initially thought this was a bug report but, as far as I can tell, Welsh/Scottish/Northern Irish players are not counted as foreigners - and this is how it should be.
