Speed Rating
 
I am not sure I understand what Speed rating means for a player.
I thought Speed Rating meant how fast you can go base to base, I must be wrong though.
Starting a 1964 Historical League, Roberto Clement's Speed rating is a 30 (using 20-80).
I saw this man play live. Clemente was lighting fast and an aggressive base runner.
Al Campanis once said:

"Then we had the timed races – 60 yards. Everybody’s running about 7.2, 7.3, which is average major league time. Then Clemente came and ran a 6.4-plus. That’s a track man’s time! Sparky Anderson once said:
"People didn’t realize how fast he was. He only stole bases if it meant something... "He could fly. When he hit a ground ball to the infield, he was flying to first. That fielder better not be napping.

So what does Speed Rating really mean?

I thought it had to do with defense and factored into position range.
