Schedule help for 18 teams, 3 divisions, 156 games

I’m trying to generate a schedule for a league of 18 teams, split into 3 divisions of 6.
Each team plays the other 5 teams in their division 12 times (two 3-game home series, two 3-game road series), and the 12 teams outside of their division 8 times (two 2-game home series, two 2-game road series), for a total of 156 games.

I've been using the great schedule generator, but for some reason I can't get it to generate it properly
For intra-divisional games, it works fine.
But I can't get it to generate the inter-divisional games correctly. With subleague pool count set at 1, it always makes a team play against 9 non-divisional opponents, not all 12, with a varying number of games against each one, depending on what I set as the preferred series length.
With a different subleague pool count, they play fewer teams.

Any help on this would be much appreciated.

The series are not broken down exactly as described above. But this does fit into the current MLB calendar, though a week shorter.
