Historical mode question
 
I want to start as the Buffalo Sabres in 1970 and do my own expansion draft and amateur draft but I can only start with their initial roster. How do I do it?

Just an idea. Maybe start in 1969 as unemployed and then take the Sabres job when the team is created on July 1, 1970.

I tried that an there was a CPU GM on the Sabres on July 1st. :/

You have to enable "Commissoner Mode" below "Manager Options".
Then you can take over the team (as far as I remember).

does historical mode say late 90s early 00's have AHL teams? also if we go back to say 2000 as the years go on can we raise the salary cap?

so i started with 1999-2000 season... I auto simmed to June 30th 2000 and manually simmed to July 1st when minnesota and columbus join the league... being unemployed and commish mode on i go to availible teams and i click on minnesota but it doesnt let me take over them as GM it just takes me to the overall team screen how do i take over the team?

Do you mean Available Jobs? Regardless, you should be able to Right Click and Join.
