Made a 30 team custom league with a each team in a different country.
I set the Max foreign players to 3 and max dressed to 2.
Here's the result:
Team Canada has mainly Russians and Americans and Ukrainians etc
Team USA is filled completely with Canadians

It is like this on every team and I would like to know why. I set all the cities to their specific countries so that is not the problem.

Another example: If you do not allow any foreigners to be dressed, the teams still draft them and the game generates players that will show up in all future drafts. It makes no sense.

I think turning the NHL into a custom league would be the best option at this time. Move players around to other teams. Likewise with the minor leagues.
