Editing Scouting Budgets

I am very new to the game and I am having difficulty ( my fault I am sure) in figuring out how to edit my scouting budget, any help or direction would be appreciated.

You can only change the scouting budget during the pre-season, which is typically from February 1 to the start of spring training.

I thought i read in the newsletter or patch thread that you can now do this in the offseason and not just preseason? I have yet to install the patch.
