Can you get offered contracts while being hired by other teams?

I haven't played long enough to know but if I am GM'ing and Coaching a team in say the OHL and a spot opens up in the NHL, will the NHL team ever offer you a contract or do you have to resign and wait for offers to come in?

Good question. Wondering the same thing.

You can, but with some restrictions that make it less likely than if you're unemployed: job offers to staff (including you) that are currently employed will only happen in the offseason, and you'll only get offers from leagues that are better than the one your current team is in. So unless you previously built up a big reputation and are working in a much lower-level league than you previously did, it's likely that your job opportunities while employed will be restricted to a somewhat narrow band of leagues that are a bit above the level you're currently at - any higher than that, and you won't have the reputation needed to get an offer.

If you're unemployed, you can get hired at any time (i.e., including as a midseason replacement) and will get offers from a broader range of leagues.
