Manager looking for league

Good day Gentleman, looking to join my first online league.

Been playing OOTP for about 18 months and feel like I know the game pretty well. I would have a preference to join a league with the following attributes.

Noob friendly (for online player)
Fictional League
Smaller league ~20 teams or less
Full Minor League System
Scouting On - normal
