Expansion question

So I am doing a custom game with the historic rosters. Is there a way to stop the league expanding? My goal is to keep the Dodgers in Brooklyn and I guess the MLB timeline would change from that point.

Thanks!! One more thing. So if I decide to re enable it after 1957 would the teams from like 1960 on expand and move? I guess the big thing is I want to keep Brooklyn in Brooklyn not matter what.
