force trade button will not work.

I started a historical game and tried to make some trades to reflect that year but the force trade button will not work. Is there another setting? I am not playing in challenge mode Also I noticed you can't change the ratings although you can change some other info.

You need to be in Commissioner Mode to force trades. Option is under the Manager tab.
