QMJHL Draft not getting players rights

The players i drafted in the 1st and 2nd round of the QMJHL Draft can not be signed because "You don't own the QMJHL rights to this player". On the contract screens it appears the game has given me the players nhl rights instead of their QMJHL rights.

I have the same problem in WHL.
