Minor league roster limits
 
I am trying something a bit different. The MILB rules allow A level clubs and short A allow 35 under control and 25 active (30 short A) in the past I have set them to 25 and 30. I am only a couple of seasons in but I like the setup to allow the reserve roster to.

AAA no limits ( I am assuming if you don't do this the service limits will create the older Curtiss Borker (?) problem. Not sure I am remembering the name right but It was old thread about a minor league getting promoted and demoted several times on the same day.

AA 25 man
High A 35 man 6 years service
Low A 35 man 5 years
Short A 35 man 4 years
Rooke no limit (for AI) 3 years

This seems to solve the problem of needing taxi players or promoting guys when a pitching staff or line up gets decimated. You have up to 25 real prospects at each A level (usually less) and 10 or more scrubs to fill up space and keep the team running if you too many injuries. The extra 10 days don't get playing time but I wouldn't thing the guys on the reserve roster do either.

For AA and AAA if I have a long term injury and no one to call up I will sign a free agent to fill the gap and release when the injury is up. I don't seem to have enough talent to cause a bottleneck at AA. That might break down in a few years but for now it seems to work. I also don't hold on to scrubs hoping for a random talent change the right way. :) However, I am holding on to more scrubs to be the old taxi players and serve as a bodies if needed.
