Historic league Draft issue

I have noticed each Amateur Draft doesn't have as many players as rounds.

About to start another draft

21 teams
20 rounds
138 eligible players
that's only 6 full rounds of picks

I can't stock the minors doing it like this each year

Any suggestions?

Turn ghost players on. In OOTP, only players who entered the league the next year are in the draft pool.
