Can this be done to start up an inaugural fictional league?

In the PLAYERS tab of league settings, you can stipulate low and high player creation age limits. So if you just set this each year before the Draft reveal to how you want your player demographic to be, that might well do it for you.

It’s official! Katya, my sister-in-law, has gotten her biometrics taken by the British government. She’ll be getting married in late September at a castle in Norwich.
