Use of Cash
I'm curious why cash can't seem to be used to offer contract extensions. For example, I have $23M in cash, offsetting a 6.8M current budget defecit. This does show up as 16.5M total available $, which also equates to same available for FAs. However, it does nothing to $ available for extensions (I currently have $0!). Seems to me cash is cash, is part of basic accounting principles for $ available for WHATEVER purpose...and cash talks, except it seems in this case, it doesn't! I don't understand why cash isn't available for me to spend however I wish. What this really boils down, to me anyway, is that cash isn't being treated as part of the overall balance sheet and $ available for whatever purposes I may need, not just trade and FA offers. What am I missing? Thanks!

If I understand the game mechanics, involved, once you are over budget, you can not offer any further contracts. Substantially, the owner is telling you "Yes, I see that pile of cash, we still have. And no, I'm not letting you go any further over the budget then you already have."
