Fictional League Totals not working

I'm trying to create a 16 team fictional league starting in 1871 using 1871 financials with 1996 league totals. The problem I have is everyone is hitting 100 HRs, because the game is using the entire league total of HRs for just 16 teams. If I select the "Use Auto-Calc of modifiers for accuracy" then I get dead ball era stats. What I want is 1996 stats. Is this not possible? I've messed with about every combo of settings in the league totals, and can't get it right.

Yeah, that's not how it works, or at least not how it is meant to. LTMs are essentially a pro-rata setting. So either there's a bug, another problem, our you are mistaken.
