Seeking advice on how to properly feed a historic/fictional league

Greetings OOTP friends,

I manage a small but enthusiastic historical sim and I am looking for general advice in how to properly manage and balance feeders in a Reserve Era setting (1901).

Over at Legacy Baseball, we are having plenty of fun--but I have felt for a few season now that we need to add depth to how we find prospects.

We have no feeder, minor, or independent leagues--only a separate Negro League at the ML level that has been custom-edited to stay segregated from the main league.

Currently, the game will generate new Free Agents each offseason, and we bid for prospects and ML players alike in the same Free Agency.

Right now, I am trying to find the most logical way to develop a more in-depth and rewarding experience with prospects, but I am having some trouble setting up a Minor League.

1. My first notion was to create an independent 'Academy League' similar to a HS or JUCO, just without a draft. So the 'Seniors' exceed the age limit, theoretically, and get dumped into Free Agency. So technically it is an independent league with a 14-18 year old limit and financial settings turned off. The problem? In my tests, the 18 year olds stay on the rosters and keep playing, even though they surpass the age limit. Am I missing a setting or overlooking a step, or is this a known issue?

2. I have the Academy League reputation set to 8, but it does not seem to produce talent even remotely capable of making it to the Major Leagues. Is there something I am overlooking? I feel as if the need to manually create good prospects each offseason is not practical or balanced. Is it simply league level that determines player quality? What is the right series of settings to produce 14-18 year olds with a good spread of potential?

3. How do I 'feed' this league? I cannot create players directly on to the team, and since all league levels share the same Free Agency, even when I generate 14-17 year old players, they end up getting snagged by the Major League (even though the Major League settings are limited to 18 years and up--same problem as #1).
