Yes, I've experienced the same issue. I'm pretty certain it has to do with the lack of high school player development.
In my 18 team fantasy league we started with 169 players with Overall score of 55+
After:
10 years: 132 players
15 years: 117 players
20 years: 111 players
Reviewing the top 20 players after 20 years (everyone 70+), there was only a single High School draftee among them. Everyone else was a College draftee (and a couple international players).
The lack of high school players developing seems to lead to a general regression to the mean of 50 value players. With only college players having their normal progression since they are good enough to compete in A ball.
