Signed Free agents immediately sent to waivers

Having some issues in my fictional league that whenever a free agent is signed to a major league deal, they immediately get put on waivers and more often then not, get picked up by other teams. This is happening to AI teams, as well as the ones I'm controlling.

Free Agents to DFA
I am having the same issue where FA's go straight to DFA. The game is basically unplayable in historic mode while in the free agent era. I have all settings to Asst GM except draft.
Pls fix. |

Is anyone else seeing anything similar?
I am going to start another default sim with the latest patch to see if it is still happening. |
New Sim = Same Results
Downloaded the latest patch and started a new sim. Everything left on default, but I changed the overalls/potentials to 20/80 scale by 5.

This has been happening to me frequently. I will sign a free agent and they are immediately placed on irrevocable waivers, so I can’t even make a roster adjustment if I wanted to.
