40 teams, 1 sub league, 5 divisions of 8 teams - possible?

Ideally I'd like an unbalanced schedule of 162 games (not critical on the number of games - a few less or more would be okay) with this league structure: 40 teams, 1 sub league, 5 divisions of 8 teams.
